...it's possible that the control pressure regulator (aka "warm up regulator") could be the culprit, but an often overlooked problem is a restriction of the return line from the engine to the tank. Make sure you can blow through that line and that it's clear. There's a little check valve above the rear axle on the right side (intended to keep the fuel in the tank when you get the car upside down) which can give trouble - it usually leaks overboard, but it could get plugged up also. It's kind of counterintuitive, but if the return is restricted, the high control pressure will lean out the system faster than the high line pressure will richen it.
