The middle position is low. You can test the two speeds of the fan by jumping power to the fan connector (in the engine compartment). The connector has three tabs, the horizontal bottom one is ground. The two vertical ones are high and low. The tab with the yellow wire goes to the long coiled resistor mounted under the fan -- this is the low speed. If you get the fan running by jumping +12V to either of the vertical tabs, then your switch is obviously bad. Of course you can also test for power coming from the switch side of the connector. If the switch is good, maybe that resistor is burnt out, or it's just disconnected.
