74 rusty tank

Hi Saabers, After troubleshooting, a no start on the 74 99, it turned out to be rusty clogged fuel tank.
Prior to work today, I hastily removed the fuel tank, sending unit. This older style tank does not have the large orifice for the internal fuel pump found on the later 99s. The only access is the relatively, small fuel sender orifice.
In other words, this tank does nt appear to be simple to clean. There is an internal (full height of the tank, with two or three small round holes) baffle/ partition wall inside the tank-almost at the center point. One side of the tank, has the fuel sender hole, yet the other side only has a relatively [fuel neck)small hole.
I could be wrong, yet it seems the best way to clean this tank is to cut a (of course after flushing/purging the vapours)hole at the side and thereafter reweld. At least with the later fuel tank, there is a nice large(fuel pump) hole, that one can drop some rust remover product and bolts ...and slosh around.. Any input would be appreciated. Also, opinions on sealers after the tank is cleaned? Concern is sealer not adhering properly, breaking down and reclogging.. Finaly, best rust removers?
