High Idle On '69 V4

Hello, i have been experiencing a high idle on my 1969 96 v4 once the engine is warmed up. It struggles to idle when cold and then onc it is warm it is too fast. Once idling it is too fast even with the adjusment screw all the way backed out. I personally think that the issue is carb related although it could be vacuum or other problems. The old FoMoCo is leaky and I cannot find the correct rebuild kit. I am planning on installing a weber 34Ich but until then i would like to fix the current problem. What are the most likely problems. The float is solid, but the level may be off. When you look down the barrel there is a small amount of fuel dripping in even when throttle is not engaged. Let me know what you think.
