That is with the wire DISconnected, right? What is the voltage reading at the wire, disconnected from the distributor?

The voltmeter is fine, is it analog or digital?. A test light will tell everything you need for this problem, and can sometimes give certain information more readily than a voltmeter. A test light will be nice for a future step if easily obtained.
Does your voltmeter have a resistance function and do you understand how to use it?
Did you see the diagram I linked and do you understand it?

OK, next step: ONNECT the power wire. ROTATE the engine (KEY OFF) until the points are closed. SEPARATE the points with something like the corner of a business card. TURN the key on. MEASURE the voltage at the + terminal of the points inside the distributor, and at the moving arm of the point set. REPORT back.
