Yes It was with the wire disconnected..11.8V. In fact with the wire connected there is no reading.

I am not very electrically savvy. I don't understand everything on it but I am testing DCV in the correct reading range through a fused circuit.

Now after performing the last test you gave me to do it gave an interesting outcome. I did exactly as you said and could not get a current reading on either of the point contacts or the points arm, nothing. Then I decided to try a third replacement set of points I had handy. I put them and cranked the engine with the cap off, and sure enough SPARK in between the points gap. I then put the cap and rotor and wires on and pulled a spark plug. No spark. I pulled the cap back off and cranked again and the spark in the points gap had vanished. Is it possible I have short, or lack patchy ground, in the distributor that isn't allowing proper connect?
