Hard to say: there are so MANY things that could cause such a noise -- universal joints, differential, hub bearings, etc. (My Sonett made a noise somewhat like yours, and I eventually found it was the brake backing plates brushing against the edges of the rotors; all I had to do to fix it was bend the plates a little.)
If it were my car, one thing I'd do is jack up the front, turn the wheels back and forth (engine not running) and see if it makes the noise then. If it does, you can figure it probably isn't any of the parts that go around while the car is running (U-joints, bearings, etc.) and more likely in the steering gear itself. If it does NOT make the noise, then the problem is probably somewhere in the drivetrain or suspension, but it can be really hard to locate unless you have an "educated ear" for that sort of thing. You might have to let a good mechanic or experienced SAAB owner listen to it to get a diagnosis.
Whether you're hurting the car or not depends on what the problem is, but it would be a good idea to find out as soon as you can. Some of the possible sources are fairly easy to fix if you catch them early, but get more expensive if you let them go until they break and damage other parts of the car.
