I don't know what rubber you're talking about. Every fuel line on a 96 that I've ever worked on was steel tubing from the connector on the tank to the short hose at the fuel pump. It's one size bigger than the brake pipes. Maybe somebody had the line rust out and replaced part of it with rubber hose.
