Sorry to say, but I disagree. I have not driven a 9-3 Viggen, but the 2000 9-3 SE I did drive had enough torque steer to really bother me. The 9-5 is better in that regard, but still not great. I would advise that you go to the dealer and drive one before you make any decisions. SAAB people are used to torque steer and turbo lag and don't mind it as much as others. It is one of those quirks you are get used to. I don't really like either of those attributes. I am not trying to tell you what to like or dislike, drive one hard for yourself and make a decision.
Don't get me wrong, the 9-3 is not dangerous, and has less torque steer than any early FWD cars, but it is worse than some current FWD cars. I find it annoying, some people may not.
And not all FWD cars will have torque steer... The spindle length (Horizontal distance from the center of tire to the kingpin axis at mid wheel) is basically the moment arm that the acceleration forces act through, the smaller the spindle length, the less the torque steer will be noticed. Typical modern strut suspensions have a spindle length around 60mm. A good SLA could be under 20mm.
Spindle length is just one of many factors that govern torque steer sensitivity. The CV join angles are another. They are more responsable for the difference in force. In the end Torque steer is due to a foce times a moment arm, make either one smaller and you have done a good thing.
It all depends upon you. Drive the car (hard) and make a decision.
