I would be concerned about a test-driven Viggen with that many miles on it. Especially without a steep-steep discount and an extended warranty. I mean, this is a lot of miles - you're buying a used car, no matter what the dealer calls it, and I doubt the car has been babied over this period. How amny test drives does it take to rack up almost 12,000 miles, and how hard was the car driven during this time? That's a lot of cold starts, a lot of hard acceleration, and an engine that is unlikely to have been broken in properly.
I don't mean to discourage you completely - Saabs and especially Viggens are tough cars that can take some abuse, and without seeing the car, its impossible for me to be the perfect judge. I just think the dealer should come off the price a good bit more. How much, I don't know - I've never bought a "new" car with this many miles on it. Maybe others will have more experience with this than I have. Try a search on the boards, and see what turns up.
If the dealer won't come off the price, then maybe try a different tack, asking them to replace some worn items. Tires certainly come to mind, but also that damaged front scoop - maybe even new brakes, etc.
