Steel rusts. Stainless and aluminum don't (although they do oxidize), but they don't have the strength that steel does. The only way to keep bare metal parts, such as calipers from rusting, is to coat them with something; paint, powdercoat, etc. The replacememt brake rotor that I installed two years ago started rusting within a week.
You could always move to a dry climate. I'm in PA now, but I lived in NM for about 15 years, and parts there just wouldn't rust. New bolts, new rotors, etc would stay relatively bright for well over a year. On the other hand, I got really tired of looking at brown vegitation, the ~6 inches of rain per year don't go very far!
