I've replaced the handbrake cable on my (former) 2001.
Loosen the straps, you don't have to remove the straps (unless the nuts will not turn). You don't have to lower the tank more than 10 or 15 mm. Just so the handbrake cable isn't "stuck" between the tank and the floorpan.
Feed the cable "by feel" - it's not too difficult.
For me, the big thing was the long threaded rod under the middle of the car. It's part of the handbrake lever assembly. Mine broke. Look back a few years on this board for my fix.
I would use something like PB Blaster (or Liquid Wrench or Kroil) to loosen the adjustment nut on that long threaded rod. Then get plenty of grease on it, because once the rust has broken loose, the Blaster is not a good lubricant.
