It's not a cable coming down from the handbrake lever, it's a threaded rod. Picture is how I repaired mine when it broke.
Once you break the adjusting nut loose from the long threaded rod, get plenty of grease on the threads. PB Blaster or whatever you use to break the rust, will not be a good lubricant to get the nut off the remainder of that rod.
I think you'll have to lower the tank, at least a bit. The cable housings are kinda stuck between the tank and the floorpan, and IIRC they won't really pull out unless you lower the tank by maybe 1/2-inch or something. I didn't disconnect any fuel hoses at all, just lowered the tank a bit.
