code p0455 and bad mpg

My car is reading code p0455 and is getting horrible mpg, like 17 miles to the gallon. It has been super hot here in CT these past few weeks, but I'm not sure if that has to do with any of my problems. Also the A/C is not cooling down, but it doesn't look like I have any leaks. Any help would be really appreciated. I looked at the purge valve like everyone says to and checked the vacuum hoses. There doesn't seem to be any leaks there either. So maybe I just need a new purge valve?
