What happened to me might only apply to T-7 cars (mine was 2001). But here goes...
At the very top of the fender arch at the right-front wheel, there's a block of foam insulation that's apparently for soundproofing. It's above the plastic fender liner, below the sheetmetal fender & shock tower. When it fell out, it became easier to hear the turbo whine. Once I figured that out, I left it out, because the sound wasn't annoying.
I'm not saying you shouldn't check out the bypass valve too.
