Difference between HOT and "normal" turbo?

What is the difference between new HOT motor and the 97 SET motor? Is there a machanical difference or is the only difference in the electronics? I recently had a 2000 9-3 SE loaner from the dealer and really liked the extra HP. Is it possible to get the same HP from a 97 SET motor without major mechanical upgrades or aftermarket electronics?
I know this has probably been a discussion before, but I have been spending too much time on the Alfa Digest keeping my Alfas running. I let the dealer keep my Saab running, it is under warranty. Hate to say, but the Alfas have had a better track record lately.
