When I pulled my fuse, I basically created a switch that allows the lights to be either all on or all off. The middle parking light position brings all my lights on, including headlights, but I can't use my fogs (which I rarely do anyway) unless the switch is fully on. The only time the middle setting allows just my parking lights to be illuminated is when the car isn't running.
I agree - our Tech II settings must be a little different!
