Each State has their own regulations regarding how a Totaled or Salvage vehicle can be re-registered. Sometimes they cannot be Titled or returned to the road!
Michigan's rules allowed my son to repair his totaled 2002 GrandAm last year, $2300 damage on a ~$2500 value car, because his car was old. Michigan does not allow newer totaled cars to be repaired because the high cost of repair is linked to significant structural or safety system damage (my assumption). Based on the age of vehicle Michigan has three categories of rule adherence; repair and drive with no change to Title, repair and have inspected by a State Police Vehicle Inspector before re-Title as a Rebuilt car, or crushed/sold with a Salvage Title that can never be returned to the road.
