About the whistling noise - it wouldn't be a leaking vacuum, because under boost, the intake system is pressurized. That is, its pressure is higher than the pressure of the air around your car. The turbocharger is an air pressurizer, driven by the hot exhaust coming out of the exhaust manifold. The pressurized air enters the intake system, consisting of hoses, intercooler, a plastic pipe leading up to the throttle body, the throttle body, and the intake manifold. That said, you probably have a leak in the intake system. It could be anywhere, but check the rubber pieces and the plastic pipe leading to the throttle body. Very hard to find visually or with your fingers. The ones in the rubber hoses only open under pressure at first and don't become detectable with your fingers until they're really large. I had one in a 9000 turbo like that (rubber elbow at the throttle body. The replacement, which was used, had a leak, too). Probably the only way to detect is to find a way to block off both ends of the system and pressurize with an air tank or something.
