The turbo boost gauge in that model is a pressure gauge. It actually is telling you how much air the MAF is reading the engine not the pressure like earlier Saab's did. Is the check engine light on? Even if it is not on check it for codes. It may have one pending.
Most any of those components failing will set a code. But the mass air flow sensor often does not set a code when it is failing.Good Luck, Bernie
