The 1999 9-3 is an odd year, and shares a lot of parts with the NG900. Assuming your '99 uses the same setup as the NG900 with a metal pulley on the tensioner, then Saab came out with a revised upper alternator bracket to address the problem you had. The new bracket is part number 5171376 and comes with a pulley with a larger hole that fits over a more substantial mounting for the pulley. It sells for $58.83 from eSaabparts. Alternatively, you could use a bracket from a 2000-2002 9-3, which also has the beefier pulley mount, but would also require that you use the 9-3 tensioner, which uses a plastic pulley. I don't think one type of pulley is better than the other, it's just an easy way to see what type you have.
