What causes boost to be pegged at 50%?

Hi All.. see attached video, but the upshot is that my boost needle gets to 50% fast, and regardless of wide open throttle / rpms approaching redline, it never budges past 50% on the yellow section anymore. it used to. I used to be thrown back into my seat and now it's uninspired.
Notes: I am at 180,000 miles on the original Garret turbo, and I have a new TD04 in a box on my doorstep... so hoping that it is more or less caused by a worn out turbo but to be honest, i have little knowledge (if that isn't obvious by now) of turbo workings, so is "worn out" even a thing?
I did 'check' my vac hoses visually yesterday (they are silicone, replaced about 5 years ago) and seems like one or 2 of them are loose on their respective nipples, but not cracked, split.... change them anyway? (if so, please remind me of ID/ OD/ and how many there are to replace ? i easily see the 2 going into the TB but are there others that are the culprit here i'm not seeing?
Thanks.
