Polishing problem - 97 9000 dark blue

Well I tried to bring back the shine and quality of the original midnight blue paint on my 97 9000. I first tried the hood. Steps taken:
- clayed which seemed to remove a lot of dirt/grime
- the coarse swirl remover adams polish using a PC RO buffer
- the fine machine adams polish
I washed car between each step. The results were much less than spectacular, as a matter of fact it doesn't look much different at all. Hood appearance seems to show some white specks which I assume is the primer.
Is waxing after polishing necessary to bring out the shine?
Is my clearcoat gone?
Should I get the hood resprayed?
