Kinda sounds as though the clear coat is gone on these spots--they should have come out unless its some kind of acidic chemical. I had the same issue on my Volvo 945 which didn't have a clearcoat on the whole car. Also I parked my 01' Saab underneath a concert garage that dripped salt/ cement on my top that left the same marks you described. I used 3M Perfect Glaze III which removed it after numerous times of hard elbow grease. Back in the day of the Volvo, Blue Ploy from Blue Coral was the only wax/ sealant that would prevent these spots--but they haven't made it in decades.
