I've always used Duplicolor black trim paint for painting wiper arms. It's not flat, but there's no real gloss to it, either. It looks pretty similar to the factory finish, and on most of our cars, it holds up for quite a few years. I've never used a primer with it, I just sand off the rust and give the arms a few coats.
