although based on your description you got a chicken-sh** citation. The laws generally require you need to move into the left lane when passing a patrol car, or other emergency vehicle, which is parked on the right shoulder. If traffic does not allow a lane change you can continue to use the right lane IF you significantly decrease your speed (lots of margin for interpretation there!!).
Some smaller locale cops here in Michigan no longer even pull off the road!! They leave their cruisers parked halfway (or more) in the right hand lane assuming everyone will move over - completely ignoring traffic flow and the second half of the law.
Sounds like you were in a situation where you could not even see the patrol cars until you were partially into the right-hand lane. If you are a FL resident you might be able to fight it on those grounds, but I am assuming you were a tourist and the State of FL scored another donation.
