First of all, I do agree 100% that it's not fair to the dogs and I for myself will not do that. I love dogs! (for real)
I also didn't suggest to do that right away, and yes the sign should be there to pick up the #2. You can also add "pick up the chocolate" to that sign. Than the owner will see and know that there are bunch of "chocolates" in your lawn thrown out by "kids". kids drop MMs all the time. Than they will avoid your house when they are walking their dogs. Plus poison shouldn't be left outside. Kids can get into it.
As a dog owner, especially a resposible one, should keep an eye out for what they eat in streets. Whether it's an chocolate or not.
I can't believe some dog owners don't know this...
