It is not for reaction time that I like to see the edges of the road. On dark roads with somewhat indefinite edges, sometimes bad surfaces, and wild critters about, more light is better and safer. Moreso in bad weather. And I only run with my lows and fogs on when I can't use high beams. One of my pet peeves is people who drive slow with their low beams on when the road is pitch dark and there's no one coming the other way.

As for using fog lights being inconsiderate of other drivers, no one is flashing me to dim my lights, so they can't be too much of a bother. The important thing with any standard or additional lighting is to be sure all lights are aimed correctly. Mine are. And I almost always dim my high beams before the other guy.
