I don't run thorn-proof tubes, but I do run the largest tubes I can fit into the tire. For a 700Cx25 tire, I'll usually run a tube sized for 28-32. This gives me less tube stretch when the tire's inflated & more flat protection w/o having the extra-thick rubber of a thorn-proof tube. (It also makes the tires hold my desired pressure wa-a-a-ay longer!)
I've been meaning to try the Performance-brand kevlar-belted tires, but haven't needed to buy new tires in quite a while. They look like a decent tire for what you & I need.
Mr Tuffies are a great product. As you pointed out, they're dificult to fit into a 25mm wide tire, & when you do get them in they're hard to get entirely straight when the tire's inflated.
Another option is to use something like SpinSkins or Panasonic's spongy kevlar fabric belt (if it's still being made?). They're much more flexible than Mr Tuffies, but much more expensive & may not last as long. They can be moved from old tires to new ones, but reviews say that they have a limited life of maybe 3 sets of tires.
Yeah, I don't understand why people commute on racing gear. Lightweight tires & tubes have no place in a bike lane filled with nails, screws, glass, metal shards, roofing staples, broken rocks, construction debris, car parts, furniture fragments, nuts & bolts, razor blades, tools, knives, scissors, etc. Last year I loaned a guy (walking his carbon racing bike) the use of my pump 'cuz his CO2 cartridge was empty. That was a mistake, 'cuz he wasn't used to using a frame pump (where do these guys come from??) & snapped the valve stem off his tube. Not wanting to hang around a lot longer (I was on my way to work, after all), I gave him my spare tube & filled it for him. As Bugs would say, "What a maroon!"
