The motivation would be there: both for profit (tourism, mining, etc.) and for getting away from planet earth. The funding requirement would have been much less. The Ansari X Prize is only $10mil over a decade, a drop in the bucket compared to the politicized jobs program that is NASA ($2billion per year doing essentially nothing besides rewriting its own "glorious history" right now).

You should really read up on the real history of government sponsored big science vs. real private sector competitive initiatives. A good starting point would be the Northwest Passage, compare Franklin's Expedition to that of John Rae and Amundsen's.
