when I was a dealer selling a car to someone and just giving them a title since it was being shipped. You don't collect the sales tax until you register the car (I was a dealer in MI) for plates or tempt tags. On a private party transfer, they just sign off on the MI title, you take it to your state (or country) and pay taxes, license fees, etc. That doesn't technically make any provision to drive it there. In MI you can legally drive a car with no plates from seller home with a bill of sale and proof of insurance. I'm not sure how you would get across the border. You could buy the car here, take the title home and get plates, come back and then drive it across the border. Most car salesmen don't have a clue so ask to talk to the title office at a dealership. This stuff changes and it's been a while so your results may vary.
