Makes no sense to me. Both PSA and Opel (as well as nearlry all European automakers) are suffering from excess capacity and too much production in high cost countries. A alliance between the two weakest makes no sense other than possibly with sharing development costs of new powertrains.
Sounds as if they are following the direction of any decision, even a stupid one, being better than no decision. A sure path to failure.
