However, he is right about 4% paypal fee which paypal does charge upon every transaction unless it's marked as a 'gift' transaction.

Can't say that such things do not happen in the .com domain, but they appear to be quite popular in the .co.uk region, those chaps often haven't ever heard of 'client-focused seller' term. So I'd either compensate that four-per-cent paypal fee or screw that chap (and report further to ebay) depending on the item and chap's behaviour.
