You might want to consider a small attic fan (blows the hot air out of the attic and draws cool air in from outside). This can make a surprisingly big difference in keeping an upstairs cool, is cheap to install, and is thermostatically controlled so you don't have to think about it.
Would a programmable thermostat let you run just the fan at scheduled intervals? I never thought of using one that way, but if so that could help distribute the air too.
