As far as driving, my Chevy Volt does just fine when it's cold out. When needed, the gasoline engine starts immediately. I'm not thrilled with the traction provided by the "all weather tires" that came with the car, but when it's really snowing we have been driving my SAAB 9000 equipped with four dedicated snow tires. On slippery surfaces I find that there is a discernible change when transitioning from regenerative braking to normal hydraulic braking - this can be minimized in terrible conditions by counter intuitively putting it into "Sport" mode, which pretty much turns off the regenerative braking, but cuts the electric range. Note that my wife doesn't notice this. For next winter, I might get snow tires for this car at the expense of driving range and/or mileage.
I am not pleased with the heating system in below-zero temperatures, especially when compared to the furnace-like heater in my SAAB 9000. I'm not sure how the car generates heat, i.e heat from coolant around the batteries and/or electric resistance heating, but when it is really cold it will run its gasoline engine quite a bit to generate heat and provide electric power to the batteries - we have used a few tanks of gasoline this winter vs. almost zero in the fall. The heater box distribution to the floor is focused on the driver to the detriment of the other passengers. Good thing that mine has front seat heaters ($195 option, work fairly quickly) or I would really not like driving it in the cold.
