For the Corvair, yes they turbocharged the existing engine, but it was to keep the car competitive with the V8s that started being offered in he compact class, so it was very much in the same spirit as Saab in that sense (and it was probably a lot harder to re-engineer the Corvair for a V8 than the Falcon, for example, hence the 'creative' solution of a turbo). Same with the Olds, they turbocharged a small aluminum V8 to make bigger V8 power. That engine of course went on to Rover fame, though GM did want to buy it back during the fuel crisis 70s. As an International Scout owner, I think it's been a bit lost to history, but you could also get a turbocharged four cylinder Scout in the 60s too.
It definitely seems turbos were on the upswing due perhaps to increased consumer acceptance and technology making their power delivery more seamless I suppose, but the big thing definitely seems that they do well in EPA fuel economy tests (rather than in emissions). However, apparently the real-world performance of many of these engines doesn't seem to be better than their more traditional counter parts (eg Ford ecoboost).
