Why would you bother with a battery if you were connected to the grid anyway? With net metering, you sell to the grid whenever you have surplus and buy whenever you have a shortage.
I suppose if there were different rates, that could be a factor. I think in many places early adopters got a sweetheart deal on the rates to sell to the grid (to partly offset the higher upfront cost of being an early adopter), but that may not work for all.
Here, the daytime rates are higher than nighttime all summer long (due to AC demands for businesses), so when a solar system is working, you are offsetting premium power, and at night you are buying discounted power.
During the winter, here, peak power rates are morning and evening, when people are doing stuff.
I imagine battery storage would be a sizeable cost of a photovoltaic install, and one of the less reliable components... so if I didn't need it (eg in an urban setting, going off grid is less valuable), I probably wouldn't pay for that... that is unless backup power was something one thought was useful to have on hand (some do).
