not sure in what respect, but I know when I was in college, a car would have just been a nuisance. Really depends where he is (distances, safety, etc), but I biked everywhere when I was in school. 15 miles might prove to be more challenging depending on his needs/schedule.
One thing that struck me - there should be a gazillion grand ams in just about every pick and pull in the USA. Seriously, a gazillion! I bet you could find a bumper skin already painted the right colour (big savings usually) and also a tail light.
There is a pick and pull near us with crazy cheap prices. Actually, they have a 9-5 now, and I really should go pull some parts just to put on the shelf. Like $20 for a hood, $30 for a door, etc...
With an old car, the pick and pull can be a huge money saver!
That said, time is money, so driving out to a yard may not be worth saving some fraction of $500 vs parts shipped to your door.
