He has it on a timer: Before he gets up to prepare to go to work, it starts circulating from the water heater discharge, to the last tap in the system, and back to water heater inlet. With some of these timers, you can set multiple run periods per day.
There's a check valve between the recirculation return at the water heater inlet and the cold water to the water heater to keep hot water from going back into the rest of the system.
It's a toss-up as to whether it saves any money, but it shortens the amount of time that cold water has to be dumped to get hot water at the various faucets.
