This was for my Suburban. The cross-flow unit I replaced was installed on assembly line over 14 years ago and had a petcock. Last year I replaced radiators on two other cars (one down-flow and one cross-flow) and both had petcocks.
On a cross-flow, the drain plug is on the hot side and the lower hose is on the cool side. I have forgotten if my 9-5 had a down flow but I know that all radiators which have failed on me (cracked plastic tank) cracked on the hot side.
Speculation on the internet varies from "they don't want you draining coolant because it is so toxic" to "a petcock on a plastic tank is a stress point that may cause cracking" to other ideas.
