yes some places can become subjective in the process and make arbitrary decision whether to pass or fail your car. In the case of my rude awakening to PA's archaic system - 2 of the items my car failed for were brake pads and tires being worn - however both were above the min requirements, but the inspection station reasoning was they would soon be worn below the min and therefore I'd approve replacement - not their job to make that decision. Went to another station with same vehicle and they flunked it owing to a very small - think head of golf tee hole in the muffler , patched it brought it back and learned another oppressive PA law - "no patching of any kind is allowed to the vehicle exhaust system"
So took it to yet another station where they inspected and passed the Saab.
Never rue the day when I left PA and headed back to CO.
