Honda has always made Civic hatchbacks, but some generations were not brought to the USA - I used to see them in Europe. I presume that Honda USA decided that they would be slow sellers, didn't want to cannibalize their CRX sales, or wanted to elevate the image of the Civic as a "real car" vs. a cheap econobox hatchback.
I love having a hatchback car, and in fact we currently have two: my 9000 Aero and my wife's Chevy Volt. Was recently visiting my parents and was miffed that I couldn't fit a large box from Home Depot into their sedan, had to pay for delivery.
