westernny brings up some good possibilities that I have no experience with.
A couple years ago I looked into bringing a salvage title vehicle from a private seller into NYS and there were a lot of NYS hoops to jump through to make it not worth the effort for me, but from the seller's end that wouldn't matter- they get paid, you get the car and once you own it it's on you to get it registered.
So I'm curious:
dealer/private party?
has title/doesn't have title?
clear title/lien?
clean title/salvage title?
If it's a private party, I don't see why if you show up with cash and a trailer he would refuse to sell to you (if you don't want to take the risk of driving it un-registered). IIRC there's only a couple documents you need which you can download and have him sign before you take off. I don't know what's involved with a dealer sale in another state.
