higher octane additional costs?

What's the deal with the additional charges for higher octanes?
It seems like forever, higher octane levels were about $0.10 each.
Regular was x, mid-level was x + $0.10, premium was x + $0.20.
It was like this when gas was less than $1/gal, or decades ago when it was $3-$4/gal.
Beginning a few years ago, higher levels are now $0.30 or more, each.
Is it simply that more car manufacturers now recommend higher octane levels and the gas companies have a more determined customer base and are thereby gouging?
