Exactly. A Porsche or Ferrari is probably geared to do 180mph (even if it can't) so being in top gear is a big penalty. Also, with the Aero and later, Saab used small turbos that developed maximum torque at 1800 rpm, so you have the full capability of the engine available at a low speed in a high gear. Most the cars Saab compared against were high-strung naturally aspirated motors or peaky turbos (eg the Lotus)- 40mph in top gear is going to be *way* out of their power band. It's a completely loaded comparison. Great for marketing, of course, but as you point out any reasonable driver of a Ferrari is just going to downshift. I mean, 40mph in 6th in my CTS-V is 1100rpm - *nothing* useful is happening down there. It's not even a place you'd drive the car.
I'm not harshing on Saabs, but we gotta be realistic... :)
