Are you talking about the 9-2 or some other Saab? Every Saab since the 9000 Aero makes full boost at around 2000rpm (+/-)... there really isn't anything to manage like the older Saabs, nothing to be gained by keeping revs up. The engine management is tuned and the turbo is sized so you don't have to, the turbo is intended to be mostly transparent.
The 9-2 is a Subaru, and executed a lot more like a 99T or c900T, where you really need to keep the revs up to keep the turbo spooled.
I agree the "faster than" was good marketing, it's just not useful facts.
