Here in the Chicago area, our electric rates are also lower than the Northeast. After we got an electric car, I switched to an hourly-variable rating plan, meaning that I pay a premium for the "electric supply" at 4:00pm on a hot summer weekday afternoon, but I can actually dip into negative supply rates at 3:00 am occasionally (happened over the Fourth of July holiday). Since we charge the car overnight, we are using lower-priced power to do so. You can program some (all?) electric cars to delay charging by inputting the finish time and take advantage of the very low early morning rates.
Removing the fixed priced components of my monthly bill, i.e. "Capacity Charge", "Customer Charge" and "Standard Metering Charge", and using October's bill (what I consider a more neutral month), my bill divided by kWhs comes to 8.5c/kWh, including ALL taxes. Without the taxes this is 7.12c/kWh.
