Bear in mind that a substantial part of California has above average income rates, too. If you're in Los Angeles or San Francisco or a lot of other places, *all* your expenses are high - electricity is not going to be a major concern. Your wages *to some degree* reflect that.
That said, I know that the utility that much of the surrounding area has is PG&E, and they are The. Worst. Grotesque mismanagement (see: San Bruno explosions or Butte fires) and perpetual financial problems that culminate in consistent petitions to the CPUC to allow rate changes. Absolutely awful. They provide gas throughout Sacramento - the skew between my electric rates and gas rates is terrifying.
