Turns out he is an RX-7 enthusiast who has moved MANY cars across the border, both ways, in his buying and selling of this one car model. He says it is easy. He has driven cars across the border, had non-functional cars towed across the border, and had a car shipped across the border (the most expensive option, perhaps in significant part due to the remote location to which it was being shipped).
There is a list of banned cars and there are no exceptions. Duty must be paid. And in my research of potentially importing a MGA from Nova Scotia back in 2013, you must have a valid title, proof of sale, as well as registration and appropriate insurance for means of transport.
IIRC this means that someone may need to go to the Provincial equivalent of the DMV to have the signed off Title fully executed prior to driving or shipping the car across the border.
