That's why I don't like just putting new pads on a car without replacing or resurfacing the rotors. The new pad will only contact the high spots on the rotor until the pad have slowly conformed to the old rotor surface which takes more or less time all depending on how soft/hard pads are used.
But it is just as many opinions about that as there are mechanics and car owners.
